Curate shortcuts in the Start Menu for All Users
Applications will most likely install their own shortcuts in the start menu for all users, but sometimes you want to make a shortcut for an application of tool that didn't have an installer, or delete some shortcuts that would not be useful
Curate shortcuts on the Desktop for all users
The primary user experience is with the desktop. The shortcuts that appear here should only be the most common and most useful tools. Some installers will place shortcuts here by default, but that doesn't mean we should show them to all users.
